Design philosophy

The principle of the Web is to provide content that can be accessed in an equivalent manner regardless of a user’s hardware, environment, browser, deficiencies, or culture (language).

In other words, a Web page should be thought out and designed so what it contains is fully independent of how that content will be shown on a screen or any device (Palm, WAP telephone, TV, search engine, printer, Braille platform, etc.).

This separation of the content (the portion that “must” be universally accessible, i.e. the HTML document) and the layout (the portion that is limited to graphic media, i.e. CSS) allows the same message to be conveyed to all users regardless of their equipment.

(x)HTML and standards are increasing taking on this philosophy of content (HTML)/format (CSS) separation for many other reasons.

The philosophy of the Department Economic Agency is to address all of its visitors, whoever they are, and to apply the principle of separation between HTML code and CSS presentation to the letter.

Browsing assistance

Skip links

With the menu placed at the top of the document, these links allow the desired portion to be accessed directly once the page is loaded – content, search engine, etc. – without needing to wade through unwanted information.

These links make access to the site easier for the physically and visually impaired by allowing them to go directly to the desired location.

Navigation by tab

Press Tab repeatedly until the desired link is selected, press Enter to validate
